Distance education specially for M.Tech or MS in computer science or other engineering field is a difficult choice as many of notifying universities in India just fraud or their degrees are not accepted anywhere as a master degree.

Hi Ansad, Germany is a country that offers free education. So if you get admission into one of the top Universities there then go ahead. As even if the Universities charge its very nominal. You will need to appear for GRE and IELTS or TOEFL. Automotive courses are rarely available in other countries. And Germany is a country well known for its courses in MEchanical and Automotive Engineering. So its a wise decision to go to Germany for a course in Automotive. Here are some universities mentioned for your reference HS Ingolstadt and HS Esslingen/Gppingen. These are one of the top end universities.
