All the good universities in US require GRE score of 1200-1400 plus for admission in their MS program, though the scores requirement might be some more or less depending upon the university requirement.

You need to have a bachelor's degree (3-year course) or equivalent with minimum 50% & above marks in any discipline recognised by any Indian University / AICTE as eligible for post-graduate studies.
You can apply while you are in your final year of graduation. If you do get through the admission test, you will be given provisional admission on the condition that you provide your mark sheet and a certificate of passing by a certain date.

Best for you would be to log in to some sites like RV, PES, RAI, LPU etc and check the cut off so that you get a good idea of seats as well as academic facilities
