If by external you meant part time there are institutes giving Part time degree in B.Tech like Delhi College of Engineering, Government Engineering College (Thrissur), VIMT, Anna University. However, Part-time degree courses are offered in very few selected engineering colleges in the State for students possessing a diploma to acquire Bachelor's Degree in Engineering in the relevant branch.

IMDR Pune is a decent Institute recognized by Government of Maharashtra. However, I would suggest you that before you enroll yourself with the institute you should visit the institute ones and try and talk to the current batch students and faculty members, also get some alumnae contacts to get the feedback. The other factors you need to check are Study material, infrastructure, recognition of the institute and its market value.

Kurukshetra University is one of the decent Universities and is known for its Engineering programmes at state level. However, as far as placement & infrastructure is concerned I would suggest you to visit the University and try and talk to few of the current batch students & Faculty members, also try and get few of the alumnae contacts and get their feedback, as this will give you the first hand information and will help you in taking an appropriate decision.
