It depends on your passion and interests.
In India, there is not much scope for Biomedical Engineering. The few colleges which offer Biomedical Engineering, don't have good facilities or advanced equipment.
On the other hand, electrical engineering is an evergreen field of engineering. Jobs are plenty and is going to be in the foreseeable future.
Electronics engineering companies in India are few so most electronics engineers end up being software engineers. I don't recommend Electronics engineering to you unless you are 100% sure that you love semiconductors, diodes and transistors.

There are very less jobs at graduate level and you ought to pursue a Masters in it for having a R&D job. Still various B2B and B2C companies may recruit you after your grad.
