There is no problem with the gap provided you did something productive and relevant during this time. You must frame your SOP accordingly. Which country depends on your choice. Decide your research interests and start searching universities worldwide offering Ph.D. in your area. Contact the research heads. Inquire about scholarship, stipend, research work etc. Its Ph.D. admissions are not like other regular programs. You have to network with department and academic heads. Once you find a suitable option apply.
