It is not mandatory to learn programming languages before joining engineering. But it will definitely help you if you learn them before joining the course. I will suggest you to learn C and C+. No, as the admissions in NSEC are through JOSAA counselling and you don't stand eligible for it as you have not given JEE Mains. You should now left to go for private universities having their own entrance exams.

None of the NITs or IITs offer mechatronics at the undergraduate level - not for the 4-year course and also not in the integrated or dual degree courses. Actually, Manipal offers mechatronics, SRM also offers it, so you could consider private or deemed universities if you are very keen on doing mechatronics at the undergraduate level.
