Yes, you can get admission. You must do well in your SAT and TOEFL to get through a good university. Universities in the USA don't just see the percentage you obtained but the overall profile - your extracurricular activities, SAT scores, other skills you have, sports, etc. So, if you have any strong point then you have to demonstrate it. A good timely application will be accepted.

Yes, you are able to take admission in VJTI on basis of your CET score but by observing previous cuttoffs, you may not get good/desired branch. But if you wish to take admission in VJTI then it is possible. I will suggest you to check other colleges such as SPCE, DJ Sanghvi, SPIT, etc. Hope this will help you. Preferably I'll tell you to learn C. C is also there in WBUT UG engineering syllabus for first year, so learning C in advance will help you to cope up with classes. Also while other will struggle learning C, you may learn advance C or other languages like C+ and Python.
C+ is a subset of C, so it'll be really easy to learn C+ after leading C. In job interviews, they preferably ask questions from your basic knowledge of C. So learning C in depth is always welcome.

Instead of government, I believe that you must try in privately or jointly run medical colleges. Though the privately run colleges have quite high fees, starting from 4 LPA (tuition fees) in a common scenario. Still chances are very less. So I'd suggest you try to go with the idea that you must do better next year.

These two are different option, so comparison cannot be fair.My inputs:
If getting job is your priority (may be financial requirement, family priority for early settlement, etc.). Prepare for Bank PO if higher studies is your plan go for M.Com. Do you have any idea what you will do after M.Com. Will you go for further higher studies like M.Hill or Ph.D? Another option is both, you can take admission in M.Com.
