It's definitely a new university and it's a state private university. However, if your getting in through CET, the fee is lower. On the contrary, if you get in through Management Quota, the fee is too high. It is a normally good university if you are not making into IISc/IIT/NIT/IIIT/ UVCE/BMSCE/RVCE/MSRIT/BIT/ DSCE when compared to Bangalore standards. I personally feel among the state private universities in Bangalore, Dayananda Sagar University (DSU) is a decent option and good for B.Tech. I would rate REVA the lowest in this cadre. Getting admission in IIMs is not entirely based on work experience alone. There is a particular weightage assigned to each parameter. First and foremost, you need to get an exceptional score in CAT, that is, above 96-98 percentile for sure. Then there'll be scores given to your class 12th and graduation marks, and also to your work experience. If you have none, then that's fine because the combined score is what matters.

If you can share more details like you are looking for BBA or BCA, so that I'll be able to tell you more clearly about the status.
But in general, with this rank, it's a little difficult to get top 3-4 colleges because max number of seats are reserved for Delhi candidates, if you are Delhi you can apply under that quota and then there are more chances of you getting the college of your choice.

First of all, congratulations for completing of your Diploma in Civil Engineering. Coming to the point of IAS Exams, studying civil engineering is not that helpful, because in IAS exams, there are different types of questions like general abilities questions, mathematics questions, etc. Civil engineering will help, but not that much. So, I would suggest better you search for the syllabus of IAS Exams and start studying for it.
