HI Shweta, there are distance learning courses offered by the Unviersities abroad. But you will be paying the same fee and will have to travel abroad for writing the exam. Then what is the use of going for a distance learning course as it will cost you more than if you actually went to the country to study. Also, visa will not be granted just to write the exams, as there is no such category !!!

it depends on wat your personal choice is .if u wish to make career in aeronautics.a b.tech in aeronautical from a good colege is best choice. PEC,Chandigarh has the best aeronautical dept in India.but the no. of seats are limited.otherwise you can also pursue MEchanical Engineering at graduate level and them specialize in aeronautics in master.

As the cut off keeps on changing it would be difficult to give you any exact information. Moreover, the cut off rank would vary from specialization to specialization and you have not mentioned your area of specialization.
However, few of the Colleges which you may check are: IET DAVV (INDORE), IPST MGVV (Chitrakoot), RJIT (Tekanpur), UIT RGPV (BHOPAL) etc.

There is no training for IFS as you asked Ancia, but as suggested by Vodoo_ child you can do a short term 4 to 5 months coaching for the UPSC exam. besides Rau's insitutute there is also Chanakya and many others also. You dedication and focused study along with knowledge of current affairs are required for succeeding in UPSC exam.
