If you want to do MSc in Neuro Cognitive Psychology then you must have a Bachelor degree, or equivalent, in psychology, biology, medicine, or a closely related subject area. Also you have to give TOEFL/ IELTS in order to prove your english proficiency and yes you age should not exceed 27 years upon enrolment. At Ludwig-Maximilians-University (LMU) Munich this program is taught in english language its a 24 months program starts in october however the application deadline is march 20 so you may apply in the next session as for this session you are late, you may apply only from the university website for more information kindly

If you wish to study Psychology from Germany then there are options available for you however usually people go germany for study engineering and PhD level courses anyways you have to be proficient in german language in order to go germany for psychology prgoram, you can try in these universities :- University of Postdam, University of Luneburg etc. kindly refer the university website for more details.

B.Tech. is definitely a much better degree to have than BCA both in terms of practical knowledge & exposure to some good projects, and so B.Tech. holds much more value too when you apply for the job.
And do remember one thing, MS / M.Tech. after your graduation will much depend on your own interests to continue in the technical line. And also to appear for MS / M.Tech. exams you will need to have B.Tech as BCA alone will not suffice.
So keeping this scenario & future job prospects in mind, i will suggest you to g for B.Tech. from a good college.
