Hi Rex,
As per you your visa got rejected twice however if is it written in your rejection letter that you may apply or appeal against this rejection then you may apply after2-3 months however you need to give the strong justification about your past visa rejections and also you need to correct the earlier errors as well. so if you able to do that then only apply else not because it shows that you somehow want to enter into the country.

Yes you can take up Commerce or any other stream so to later opt for Graphic Designing because there is no such constraint over the choice of subjects that can or need to be opted in11th.

Well to pursue B.tech the minimum qualification as required is 12th pass with PCM as the subjects of study. Although it is not advised to pursue B.tech or any education through the distance mode or correspondence but then you may always look for the following link to know about the universities/ Institutes offering B.tech through distance mode:

As for the admission procedure and deadlines are concerned, this would vary from one institute to another and is best advised to contact the institute for the same.
