No, it is not possioble to attain Lateral entry to a B.tech course in any other in institute on the basis of your 1st year B.tech course. The eligibility for applying to a Lateral entry program is that you must have a diploma in engineering and without which you are not eligible to apply for the course.
As for the problem with your present institute goes, you can apply to another institute which is recognized by the same university.
