It would be difficult to find Correspondence institutes providing ME degree that too in specifically VLSI specialization, you may find this as a part of Electronics but that too in regular degree programme not through Correspondence. So, if you want to do a Post Graduation level program you can go for M.Tech in Electronics with a specialisation in VLSI or if you want to go for short term course you can opt for VLSI certifications or short term diploma courses in VLSI.
For Masters Level program you can look at IISC, MS Ramaiah College. For other short term programs or certification you can considers Institutes like TIIT, RV VLSI

DME is a diploma course and as stated well by suni207 you are eligible for the B.Tech courses. There are many good institutes in the country to offer the B.Tech/ BE through the lateral entry process, and for which one requires to qualify an entrance organized by the institute or else through the SLEEE which is conducted by the State level.
