If you would like to do it in Australia then you can opt of any of the group 8 universities that are world wide known for their research initiatives and get good funding from the govt also. You can also consider Macquarie university which is well known for its research in biotech field. Scholarships are also available.
In Nz, PhD is offered at home tuition fee at INR 1.25 lacs per annum. There are lots of facilities provided if you have a family and have good chances of settling down.
Germany - free education so finance wise it can be a good option.
Rest UK, USA are always there but fee can be high if no funding is available.

You just have to take the TOEFL, not the GRE. GRE is not applicable for PG in medicine.
In order to be eligible for post graduation in medicine in USA, you have to fulfill the following admission requirements:* Academic Records* Applicant's essay * Medical College Admission Test scores* Extracurricular activities* Summer Occupations* Life experiences* Experience in the health field, including research or community work* Letters of evaluation
