Hi,
Canada, is one of the finest study destination to pursue MS degree there are many good universities in Canada, which offers masters degree in various fields.
The history of backlogs would not affect your chances of getting admission in Canadian universities as long as you full fill the eligibility criteria.
But make sure by the time you apply to the university all backlogs exams are cleared, so once you get the admission letter from the university, you can apply for Canadian Student VISA.

Yes, After completing BA your friend can take admission in MA with an agg. of 55% marks in any discipline. Though many institutes require to have a bachelor's degree in the respective fields only but Many others provide master's degree on the basis of Percentage only. If you want to know more about a specific college providing it please post the area/ locality of your friend along with his aggregate percentage/ marks in BA.
