To pursue Bachelors degree in Germany, you must complete 13 years education. You cannot apply directly after 12th. You can enroll into a Bachelor's degree in India and complete the first year here and then apply. Excellent academic grades are required, more than 75% is the least recommended. Knowledge of German language is required for Bachelor degree level studies. Also, you must take IELTS.

Yes, it is mandatory for you to do it and you must also get a certificate from the organization stating you went there for 30 days. If you can manage to get all the details in a few days and get the certificate for 30 days, that is also okay.

Admission requirements depends from university to university. Since, you already hold a masters degree it will be very difficult to apply to a PG Diploma in the same field if you plan to study the same field again. It is important that you convince the universities about your decision to pursue higher studies and what your career plans are.
