As you are already MCA, definitely a course in Cyber law would be an add on, but if you are looking real return on investment advisable would be that you do this programme through a full time Institute as full time programme has better standing than distance or correspondence programmes in the job market. Moreover, as you are already doing your MCA through correspondence you should atleast have one full time programme, this would help you in getting better job opportunities.
As far as the scope of Cyber law courses are concerned, In India it is still at very nascent stage and there is still long way to go.
Hope this resolves your q

VIT is one of the most sought after institutes for the engineering courses and to qualify to get a seat here one definitely needs to strive hard to secure a good/ high rank but then it is very unpredictable as to what would be the rank on which the institute shall short list the students for the computer science stream and hence would either request you to wait for some time more or may contact the institute directly to gather required information; but then going through the trend the chances are very bleak to make it through in the computer science stream.
