There are several Universities in India offering MCA through regular mode, in Delhi you can look for this course in University of Delhi, Amity University, JNU, Jamia GGS IP University as the most reputed options available.

Out of the two entrances mentioned by you , CET is a common Entrance test and is carried out by different institutes for different subjects like MBA and MCA.
CAT, however, is entirely an admission requirement for the Management studies all over India.
As for the eligibility for MCA is concerned, the minimum requirement is a graduation degree with min. 60% marks and must have studied mathematics at the +2 levels, also the selection of the candidates is dependent on passing the written test and the personal interview which differs from one University's admission policy to others and cannot be briefed over here.
