Hi,
To get a good college for CSE or any other engineering branch, you are advised to appear for the exams like JEE, VIT, BITSAT, SRM, etc. in addition to your board exams. These are some of the national level institutions that had a good ranking and offer better education when compared to other universities.
If you want to opt for CSE, you just try to clear JEE main and advanced to get IIT Bombay as it is the no. 1 institution for CSE and yes you can study any course in any IIT.
Then if you write BITSAT, you can get BITS, Pilani which is the best among the private universities and is after IITs which is best for all the courses and CSE

For admission in IIT's, diploma is Considered as equivalent to 12th. Of course you will have to go through two tier admission process. In many states, after diploma, you can seek admission directly in second year. Surely if you score well in Entrance Test, you will get admission.

CA is a pan India course which can be done only by getting yourself registered with ICAI i.e. The Institute of Chartered Accountants of India.
There is no college which can provide you with that degree.
