Jeemain can be give 3times,when you are in 12 Standard you can apply as appearing candidate and rest two year as appeared candidate, but remember you are not eligible for JEE Advanced in 3rd attempt.

Usually for loan to study MBBS abroad, in countries like Philippines, Russia etc. financial institutions look for mortgage against the loan amount and suitable income of your parents or any guardian who can pay the loan emi's on time.
Besides this, in Philippines, you should consider other universities like Manila Central which are excellent for pursuing medical studies.
