Yes, you can do Bachelor degree from any valid and Recognised university through distance mode and prepare yourself for Civil examination.But you should think of any professional degree in Bachelor degree as a plan B if you are not able to crack the Civil examination.

Hello, You can pursue an M.A. In psychology after earning a B.A. Students with a graduation grade of at least 50% from an accredited university in any discipline are eligible for the course. You will have to go for science stream with mandate maths to pursue ITI later after class 12th. You cannot pursue ITI being from commerce, arts or humanities stream.
