Kindly mention again that in which stream you are interested in however Most of the universities expect the TOEFL or the IELTS for an international degree program.According to your study topic ,some universities misght ask for GRE.Generally there are no assessment tests for admission ; students are selected on the basis of documents they provide.
These are the universities which are highly popular among the Indian students:- RWTH Aachen , University of Duisburg-Essen , Technical University of Munich , University of Stuttgart , Technical University Dresden.

Normally your decision making ability and maturity is judged on the basis of your profile and job switching. I can understand your situation.
