Keeping your concern in mind I would suggest your brother to contact the schools directly as majorly schools take students in 11th. Some of the schools conduct their entrance exam and interview before giving direct admission in 12th std. And as their is a year gap the competition gets tougher. So, prepare well.

Admission to German universities might vary from university to university depending on the course that you wish to pursue. However, As for graduation marks is concerned, 60-70 % would do. GRE average 300-320+ is usually preferred.
