Yes, you would be a double graduate after you finish BBA course. Afterwards, you can apply for any course you want. I think engineering would not be counted as wasted in the long run. especially if you are planning to study abroad. Though you might have to explain as to why you chose BBA over MBA after your engineering.

Fee structure of MBA courses vary from anything between 21000 to 20 lakhs in our country. It is difficult to predict the average. But spending 8-9 lakhs should fetch you a degree from a good college. But don't judge colleges according to the fees they charge for admission.

Yes, you can and not only in France but anywhere. You have to, however, meet the admission requirements, have good grades, take exams like GMAT, etc., if required.
