2-IIT Bombay
3-BITS Pilani

And, so on.
In NITs,
1- NIT Warangal

3- NIT Suratkal
If we see in the world, the top engineering college is MIT.

Yes, you can apply for admission in the 2nd year.
Well, the fees in the colleges abroad is very high, about 10 lakhs for a year. And, you also have to pass English language test TOEFL.
