As per the information available with me, IAS does not offers an optional subject in Computer science/ IT, you can opt from the various subject options available depending on your prior education like Physics, Chemistry or may be as per your sole interest like Political science, History, law etc.
The syllabus for this would also differ on the basis of your optional subject that you chose to write the exam. without knowing the subjects, providing any information would not be a possibility.

Well you can certainly take up the course provided you are keen to pursue a career in IT programming and development field.

If you have heard the AICTE has put a ban on all part time MBA programmes being conducted by the AICTE approved institutions, so you now have to be very careful while choosing a part time programme that it should be from UGC approved University.
As far as Entrance examination is concerned, yes, in admission to most of the good Universities you have to either appear for CAT or their own Entrance. Few of the Universities which you may consider for Part time programmes are: FMS ( Delhi University), SMU, Symbiosis etc. also check with Mumbai University.

As you have chosen Export & Import as a career field, i would suggest you to opt for BBA for graduation after which you can go for MBA in International Business which open doors for you to pursue a career in Export & Import. As far as your percentage is concerned, your percentage is quite low but you probably can try with some private Institutions like Amity University, JIMS etc.

As Girish said rightly, MBA finance is more than sufficient to start your career. Moreover, JAIIB/CAIIB are Examinations which can only be taken by people who are the member of IIBF or are part of those banking organizations which are member of IIBF so, even if you plan to go for some programme from IIBF you can only opt for Diploma or certificate programme.
