PG certification abroad may not necessarily be considered equivalent to a degree programme if you are planning for further education. However, for jobs, they can be considered equivalent if you are able to demonstrate significant academic ability.

Hi,
BBA can be done after class 12th. There are many colleges (government and private) offering this course. Not sure which city you are in, some of the good universities are DU and JMI. There are some major government colleges too. In private universities, Amity is good. There are many more options available. Admissions are based on class 12th marks in some colleges but mostly are based on entrance exams.

Hello,
It is good to appear in UPSC exam after B.Tech. Because if you do so You could find out the model of Questions and prepare the next level with good experience.
It is not necessary that after M.Tech students can give good performance in UPSC exams, because the preparation of examination is quite different form your academic degree.
You should prepare for the exam right now and find which type of questions come in UPSC exams and after that you have the experience to prepare for the examination.
Wish you all the best.

Fleximode MBA means a correspondence or a part-time MBA. So, whichever university you are applying which offers a fleximode then check their registration under University Grants Commission (UGC).
Also, as a piece of advise please do a full time MBA if you have the time as that will give you proper insights into the management degree and recruiters prefer them over part-time MBA.
