Your percentage is good but your marks of JEE are not good. There are many online rank predictor available online but that would be tentative.
But under SC category you may get admission in some top institute as NITs and private institutes as Lovely Professional University, BITS, Thapar etc.

For placements check their record from their site. Placements are good if a college is giving you extra trainig sessions for this. Log in to some sites to check the trainings and workshops for place,ents: JNTU, LPU, RV

You can try there,but there are many better option if you look around.
Particularly Telecommunication is not required to get placed in bank.
You can do B.Tech in any field or simple graduation after that you need to clear bank written exam. Check for those universities where banks come for placements. Some of well reowned universities are: Jadavpur University, Delhi Technological Uni, Lovely Professional University.
