Please first check the entry requirements, many post-secondary certificates are below Bachelor's degree. In that case, chances of admission or even visa are low. You can check your concerned college website for details. Visa is not a guarantee if you are applying to a course for which you are overqualified. Otherwise, it will also depend on your overall application package.

TET eligibility:
1) You must be of Indian origin.
2) A graduation degree from a recognized university.
3) A B.Ed degree is also mandatory.
4) At least 50 percent marks.
5) There is no age limit to appear for the exam.
TGT Eligibility criteria:
Candidate should be complete graduation or any equivalent degree with at least of 50% marks.
Candidate should be a citizen of India.

I am sorry to say this but finding a job in the United States is next to impossible nowadays. However, you can go to Canada and after acquiring the PR you will be eligible to move to the US freely and search for the job as well.
