To pursue M.Tech from government college is definitely cheaper compared to private colleges. Further, the level of education in IITs/NITs is far better than most of the private colleges in India. However, there are also certain private colleges / institutes which too provide quality education.
Government colleges have limited seats and getting admission isn't an easy task. Therefore, I would suggest you to appear for GATE entrance examination for admission into IITs/NITs. Along with GATE, you can also appear for individual state examinations (OJEE in Odisha, WBUT PGET in West Bengal, PGECET in Andhra Pradesh / Telangana, etc.)

Its alright. Work experience is not mandatory to get into an MBA course in India. Only ISB requires you to have work experience. A majority of the intake of IIM's are freshers. Focus on cracking CAT. You will get through with a competitive percentile score.
