'O' level course of NIELIT Scheme is equivalent to a Foundation Level Course in Computer Applications. Students can acquire this qualification by undergoing this course and passing the examination conducted by the NIELIT Society. Working professionals can also appear in this examination directly, provided they possess the requisite educational qualification as indicated below.
Any graduate from recognized university/ institute is eligible to register at 'O' level without any experience. For students appearing through an institute: 10 + 2 or ITI Certificate ( one year) after class 10 followed in each case by an accredited 'O' Level Course. Or Successful completion of the second year of a Government recognized polytechnic engineering / diploma course after class 10, followed by an accredited 'O' level course concurrently during the third year of the said polytechnic engineering diploma course. For students-at-large (Direct Applicants): 10 + 2 or ITI Certificate (one year) after class 10 followed in each case, by one-year relevant experience. (Relevant experience cannods job experience in IT, including teaching in a recognized institution as faculty member, excludes coaching. Or A pass in the NCVT-DP&CS (Data Processing & Computer Software) Examination conducted by DGE&T (Govt. of India).

The eligibility criteria for Ph.D varies for every institute. However the basic requirement is a masters degree or an equivalent degree in the relevant discipline.
However the cut off percentages vary. Some of the institutes conduct entrance exams and some of them require atleast two research publications for the Ph.D programs. Some also require work experience of a couple of years.
So, as per your query, I would suggest you to:
1. Shortlist the universities where you wish to apply.
2. Once shortlisted you may then contact the admission department of these universities to know the exact eligibility criteria for admission.
3. If you meet the eligibility criteria you may then apply accordingly.

In order to pursue Phd, from universities abroad, you need to first of all make a list of the universities that you aspire for, then send emails to respective course department, asking them to provide you the eligibility criteria and selection procedure for PHD students.
