It is very simple to start basic for UPSC or any competative exam. 1) read at lesat two news papers daily one from english and second from ur mothertong bt keep in mind the papers should be well-known and not local. and take inompratnt notes like who who won the world cup who world australian tournament who is president of egypt etc.
2) read secondary books from std 7th to 12th and take important notes from the book like formalas of maths concepts of sceince, important historcal dates from historty etc.
3) listen news everyday
4) most important thing is do study everyda and regulalrry without any hesitation

as of now, UK accept B level as equivalent to British (Bachelor)- honours degree
Even UK universities e.g. King's college london accept this qualification for higher studies
Canada also accept it equivalent to a degree
in USA it is equivalent to B.S. (Computer Science) [Computer Science Bachelors Degree] by World Education Service (A reputable credential evaluation agency in USA)

As CAT is one of the toughest Management exam in India with no set pattern would require more focus & preparation. However, as every individual is different, it would largely depend on ones own caliber, capabilities and grasp that how much time one will take to prepare. According to me you should plan the coaching for CAT one year in advance of the test not before that. Normally, for a good student, it takes 6 months to a year to prepare

2) It depends on your permit in UK. If you have an extension period and apply within that time frame, then you can apply for the visa directly from UK
3) Yes you will need to give IELTS again. However, sinc eyou pursued your UG from a UK university, you may not be required to take the IELTS
4) It does not matter whether the degree is from UK or India. What will matter is the brand value of the university and the course you pursued. The advantage of studying in UK will add international exposure value to your profile.
