Knowing French alone won't help, quite obviously first you have to see the admission requirements of different universities and also decide what to study. You must have sufficient academic percentage as well. Visit university websites firstly please and see what your desire programme requires for entry.

Yes, you can do Bachelors in art and design after B.Sc but you won't be getting many options in colleges as most of the college keep their admission criteria including eligibility regarding age or the year of passing intermediate.

Yes, you can get a good college because now colleges offer admissions only on the basis of JEE score or any other competitive exam. And the percentage of class 12th has a very little effect. So, do good in JEE. It will surely get you in a good college.

No, you don't need to apply separately. NIFT conducts a single exam on the national level. You can select the exam centre close to your location while applying for the exam and also give your preference for the institute you want to take admission in. Rest, NIFT will decide according to the rank you secure in the exam. You will get a seat according to the seat availability in these institutes and your rank in NIFT exam.

USA is the best country and universities are very good and generous in terms of scholarships. But, of course, you must be good at applicants with very good marks and extracurriculars for getting the scholarship. Canada is another great choice.
