As rightly said by Mahesh and Suni, M.Phil and Phd degrees have been banned through Distance learning so, please before you plunge into any institute to do this degree, you must check whether the degree is valid and is approved by the Education Authorities or not

After completion of B.A you have 2 options.
One is you can go for higher studies like M.A/MBA.After completion of higher studies you can easily get a good job.
Another options is you ca for job in various fields like
-Banking jobs
-Railways
-Civil services
-Social services
-Journalism

As far as OBC scholarship is concerned you need to check with the institute directly as there is no mention of that anywhere.Fee structure of MCA is 36000 p.a., however, as the fee keeps on changing it would be advisable to Check with the Institute once.

you need to prepare for atleast two years to get a high rank in Civil service Examination, which can make you an IPS officer.You may start reading 10+2 books of NCERT of the subjects of Geography, Civics, Economics, History. At the same time start reading a daily newspapaper like Hindu to acquint yourself with latest developement in economics, International Relations and Current social economic Issues facing India.
