As rightly said by Mahesh and Suni, M.Phil and Phd degrees have been banned through Distance learning so, please before you plunge into any institute to do this degree, you must check whether the degree is valid and is approved by the Education Authorities or not

As far as OBC scholarship is concerned you need to check with the institute directly as there is no mention of that anywhere.Fee structure of MCA is 36000 p.a., however, as the fee keeps on changing it would be advisable to Check with the Institute once.

You can do Distance B. Ed. from Indira Gandhi National Open University. ( Ignou.ac.in). You will have to appear for an entrance test to get admission for the same.
