In order to get study VISA for UK, you need to full fill all the eligibility criteria, starting from academics to your financial documents.
As you already got your VISA rejected for January intake, so you must first try to find out what were the reasons for your VISA rejection, and accordingly work on it so that, when you apply for the VISA next time it does not get rejected.
Please remember IELTS score are are one of the important eligibility criteria to get VISA, with your IELTS score of 4.5 it would be difficult for you to get VISA, so you should take IELTS again and try to score at least 6-7 bands plus.
I request you to please do through preparation for IELTS, score well and than apply for VISA, because if you keep on applying with such a low IELTS score again, chances are there that your VISA might get rejected again.

Well I would say if you desire to go ahead for MBA, you need to make efforts and at the same time keep a little patience as there lies a step by step process to achieve something great. As per your query, I would suggest you to work hard on you arrears, clear them and after successful completion you may apply for MBA in any of the universities.
Always remember that there is no shortcut key to success. You have to coin hard work, dedication, concentration and most important time management in order to enjoy the sweet fruit. I understand it might be time consuming but on the contrary it is important for you to follow the right path so that you may get your desired package of MBA through scholarship assisted with excellent placement options.
