JNTU Kakinada is offering two years M.Tech Environment Engineering and Management in full time mode. So here is no distance learning for M.Tech courses. Further M.Tech distance learning is still not approved by UGC DEC. So avoid to do the same. Go for some part-time colleges for M.Tech part time.

You are talking about the world's most selective university. There is no set rule on how to get into Stanford or even Harvard or MIT, etc. You must have an extraordinary profile with excellent grades, high involvement in extra-curricular activities, high SAT and TOEFL scores. Overall you must be an all-rounder. Check Stanford website and go through the admission requirements page. You have to understand the kind of students they look for and prepare accordingly.

It depends upon the board from where you completed the 10th. Generally, if you complete 10th from the PSEB than prefer to do 12th from the same board because Punjabi language and accent are not easy in understanding for newcomers. However, NCERT books are used in CBSE 12th and NEET syllabus is based on NCERT. So CBSE board can be the best for scoring point of view.
