Yes you can take admission directly on the basis of you 12th percentage in private college but not in government as In all the government colleges seats are allocated based upon JEE ranking.
Your 12 marks are excellent, i would recommend you to take admission in some top indian private university from where you may be offered quite good scholarship as CV Raman University, Lovely Professional University.

There is no particular ranking organization, newspapers and magazine do survey for ranking. Check website of Kiit for its ranking details.
Also check the ranking of other top universities as well and do compare them such as thapar , lovely professional university.
