Hi. You need to complete your graduation in Engineering first, inorder to do a specialisation in Genetic engineering course. Complete your 12th std in good marks. Have Physics as one of your favorite subject and then appear for competitive exams to get a good college where they also encourage fresh minds to facilitate genetic engineering modules.
