Don't go with which stream is better. Go with what you want to do after studying B.Tech. You may take the following considerations. If you like a computer, want to build crazy applications or something related to software go with Computer Science and Engineering. If you like playing with machines/motors or electricity go ahead with Mechanical engineering or electrical engineering. After studying electronics and communication engineering most of the students gets job/work in IT companies. Only a few get a chance in electronics companies. ACCA is indeed a good certification globally. But, in Indian context, it is still struggling to be relevant primarily because of already established professional certifications like CA and CMA. ACCA provides good exposure in globally relevant areas like IFRS and US GAAP. But again, in India ACCA doesn't have strong base compared to its local counter parts. A local degree course such as MBA along with ACCA can be a good combination in India.
This is my personal opinion. You may research further or take an advice from a qualified ACCA regarding the scenario in India.

You can apply to New Zealand as the country is not very fond of only academic performance. You can also apply to Atlantic Canada colleges as these are not very demanding in terms of academics

Since you are in 12th already so take up the tests for SAT and TOEFL/IELTS asap as the early decision for USA starts in August/September. SAT is even valid for BITS Pilani admissions. For SAT, take a look at the mock tests at collegeboard.org or take some coaching. In the meantime, select the universities where you wish to apply and see all their requirements.

DCE and DTU are the same colleges. Its just that DTU was earlier called DCE. And the placements in DTU are excellent. In fact DTU is most famous for its placements only. The average package for most of the top branches is more than Rs.10 lacs. It is much higher for branches like COE for which its around Rs.15 lacs. Please upvote the answer to allow me to keep answering questions of people like you.
