Firstly, minimum of 50% marks in 10+2 is required, and then a good rank in the entrance exam is necessary. Exact rank range in entrance exam depends on which college you are talking about. Make sure you are keenly interested in the subject and take an overview of the course curriculum and talk to alumni what the major contents are all about. If you can relate to it, then take it up. Job opportunities and higher studies career path both are great for ECE.

It is really tough to directly comment on any institute best or not or answer which is the best institute in a city or country, especially in India for domains like web designing, animation and VFX/editing/post-production or gaming, etc., where many institutes offer many types of courses for different duration for almost all the same pipeline. We need to see the content of the course, duration, cost, infra, earlier students outputs and skill developed, in-time course completion record, certification process & delivery of the certificate in time, etc.
