You require to have a Bachelor's degree in computer Science, application / IT to pursue M.Sc in cyber security. Same course is available at M.Tech level too. BE / B Tech in CSE/ IT is the entry requirement. You can undergo graduation in BCA, B.Sc or BE or B. Tech.

Both Commerce and Economics honors graduation degrees are equally good. Both provide excellent job opportunities and scope. If your aim is MBA you can choose any. If you are targeting Civil Services examination then Economics is a better choice. If you want to do CA then Commerce is a better option. You must chose your graduation degree based on your interests and career preferance to excel.

If you mean 40 lacs a year then yes you can but if you are thinking to complete the full course then you are mistaken. per year tuition can be about $30000. Then you need to think about living expenses too.
