As you are interested in IAS, I would like to say that their are two stages that you need to clear- preliminary exam and main exam. In order to prepare for IAS the minimum requirement is graduation from a recognized university and the age group is 21-30yrs. For your preparation I would suggest you to first join a good coaching center so that you have the relevant study material to start your preparation.

It would completely depend on the course curriculum of your programme, if Embedded System is one of your core subjects then in that case you have no other option but to study Embedded Systems but in case it is one your electives you may choose some other elective.

The advise given by Subhasish is quite true but then there is always an element of importance and value given more to those who cleared 12th as this is the basic eligibility for pursuing any further education.
However you can definitely opt for the diploma courses, preferably in engineering from the polytechnic and other govt. institutes. After the same you shall be eligible to pursue degree in engineering (B.E/ B.Tech). You can visit the institutes locally to gather most of the information required about the same.

And I agree that Germany is one of the good countries to pursue Engg but in the conditions specified by Mahesh, India is a better and safe option.

In Europe Germany is the best study destination to pursue MS mechanical engineering.
In order to pursue MS from Germany you need to have:
Good academic record,preferably 60% plus in graduation.
Relevant undergraduate degree from recognized university.
GRE score of 1200-1300 plus.
IELTS score of 6-7 bands plus.

To begin with if you have time try practising class 9,10,11 and 12 Math. GRE measures quant skills more. So if you can get a good hands on math then it will be of gr8 help to you. Also, you will need to work on English Verbal skills.
