To be eligible for CAT to need to have a graduation degree with 50 % aggregate marks through the UGC recognised University. So if you meet both the criterion you can sit for CAT.
As far as my knowledge goes Madurai Kamraj University is a UGC recognised University.

As you are planning to opt for a career in administration the best option for you would be to do a PG program in Public Administration or in Personnel Management and Industrial Relations. There are several Institutes both regular & correspondence giving these degree programs. Few of them are: Jamia Milia Islamia University, Annamalai University, Dr. B.R. Ambedkar Open University, Madurai Kamaraj University, IGNOU, IIMs, XLRI, and S.P.Jain.

1) Score atleast 70% and above in your undergrad.
2) GRE: Score a good GRE score atleast above 1200.
3) TOEFL: Score a minimum score of 90+
Procedure to apply:
Once you have taken the GRE and TOEFL and you are ready to apply, you would have to submit an online application along with which you would have to submit your resume, transcripts, 2-3 letters of recommendation, 1 SOP(1500-3000 words depending on the university).
