No Institute can gaurantee you placement, as more then the Institute, placements depends on the students potential as in how she/he performs on the program and how she//he uses their knowledge earned at the time of job placements. Howevera good Institute will definitely have good placement services.
So, to get into good Institutes you need sit for an Entrance examination like CAT, XAT, and MAT etc. apart from this you also have to sit for GD & PI of various Institutes. Without going through this admission procedure you can not get into any decent Management Institute.

Enhancing your education is always a good option. However, Executive program are generally for those working professionals who are having a good amount of work experience in their Industry. I would also suggest that if possible you should opt for a regular MBA program as it has an upper hand in the job market.

You have not mentioned your educational qualification and level of study you want to pursue in Railway Signalling from Central Queensland University. However, Central Queensland University offers PG courses in Railway Signalling and Telecommunications which are offered Part Time and as a international student you would not be able to take part time studies in Australia.
