you should firstly gain some year experience i mean atleast 4 year Experience. then you can apply for better course link MBA. I don't know in which subjects you have opted during your BA.

PR is depends on the points you get however no course will give you the surety of PR . Since you have an undergrad degree in ECE, the best option for masters in Canada for you would be a Master in Electrical Engineering. You can even apply to any other engineering discipline like Aeronautical, Industrial, depending on your choice of subject and the choice of the career path.

1) There are very less part time work opportunities available in Canada. Usually, universities do not grant these but in the case of universities that do allow part time work, you can work maximum upto 18-20 hours per week. Pay would depend on what type of work you are doing. Also, you would be allowed to work part time on campus only.
2) After B Pharmacy, the best possible course for you would be a masters in pharmacy course. You can also look for a masters in clinical research. It all depends on what you want to pursue and what you want to become in your career.
