No, you can't as there is only quota for the state toppers and for the board toppers but not on the percentage basis but yes you can get admission without giving entrance test through management quota.

Let me clear few things. To get admission in IIT, one must clear JEE Mains as well as JEE Advance with good ranking.
For NITs admission, you need not appear for JEE Advance. A good rank in Mains is enough.
Next comes OBC category. Unlike SC/ST or OBC, there are two categories further. Creamy layer and non-creamy layer. If your family income is up to Rs.5 lakhs, you are non-creamy layer. But, if it is above that, you will be treated as creamy layer and you will be treated as general category student.
And, you don't need to score a 90% marks in your class 12th boards. In fact, 70% marks is the eligibility criteria for JEE Mains.

Coming from a pharmacy background you can choose areas in pharmacy like clinical pharmacy, pharmacy administration, pharmacology, community pharmacy etc. See here

You cannot do both as you are already doing a regular degree course. Fashion designing course is also a regular course and if you can manage your time then you can do your Diploma in fashion designing, but you need to manage that or else you can do fashion designing course through distance education where classes will be on Saturday and Sunday, these are the option available for you.

Many of the french institutions prefer and focus on student profile, work experience, etc. and communication skills, then IELTS score, however having one is always beneficial but its not mandatory for admission. Most of the universities for management does not require GMAT.

No, you can't pursue both degrees from government institute, as this scheme was started by private institutions. No government institutes offer such scheme.
If you wish to do both the qualifications, then you can do it. But, from separate government institutes.
I'm also pursuing Diploma at present from Pusa Polytechnic, and I wish to pursue degree from DTU.
You can appear for CET for Diploma and LEET for DTU.
I hope I've made myself clear.
