VIT is the best as according to new ranking of MHRD, VIT-Vellore is ranked as 1st private institute followed by BITS Pilani as 2nd so if you are getting admission in VIT, then go for it.

Singh, don't go with which stream is better. Go with what you want do after studying B.Tech. You may take following considerations. If you like computer, want to build crazy application or something related to software go with Computer Science engineering. If you like playing with machines/motors or electricity go ahead with Mechanical engineering. Or Electrical engineering. If you are India, after studying Electronics and communication engineering most of the students gets job/work in IT companies. Only few percent gets chance in electronics companies. Unfortunately with 45% you are not eligible to study abroad. You must have atleast 55% for the average colleges and 70% and above for the top ones. A suggestion for you, please complete your Bachelors degree in India and maintain a good academic record. You can apply for PG courses abroad if you manage to qualify.
