Although, it would be difficult to give you any information related to NATA cutoff s it keeps on changing every year and for this year no concrete information is available. However, few of the institutes which you may consider are: GGSIPU, College of Architecture, Vastu Kala Academy, Jamia Millia Islamia, there are several others but it will depend on their minimum cutoff for which you have to contact the Institutes directly.

As Electronics is a core field, being an M.Tech in electronics, you can get into many other fields and IT is one of them, so you definitely can go for PhD in Information Technology.

Although it is really difficult to get into Biotechnology without Bio but, there are colleges who take students even if they don't have Biology in 12th like Amity University. You can also try with Bharti Vidyapeeth.

There are several good institutes providing Aeronautical Engineering such as: IIT Mumbai, Kharagpur, Kanpur, Chennai, Madras Institute of Technology, Nehru college of Aeronautical & Applied Sciences. Although, there are very few Institutes providing integrated MBA programmes, but few of them in which you may try are: IIT Kharagpur, Mumbai, BITS Pilani (With Masters in Engineering programmes), VIT University etc. However, you have to check individually with these Universities, whether they provide Aeronautical or not in their integrated programme.
As far as the application procedure it would differ from Institute to Institute,
