There are very few universities in US which offers Integrated programme for the course of your choice, moreover majority of university requires Masters degree for Phd program. How ever there many good universities in US which offers MS in Bioinformatic, find below few of those universities.
1.University of Delaware.
2.Lowa statte university.
3.University of Illinois at Chicago.
4.Northern Illinois University.
In order to get admission in these universities you need to have good academic background throughout preferably 60%, relevant undergraduate degree from recognized university, GRE score of 1200 plus and TOEFL score of 80-90 plus.

If you are talking about Sastra University and want to get into Engineering programme 70% of the total seats will be filled by SASTRA based on the qualifying +2 exam marks and rest 30% on the basis of AIEEE, so as you have scored pretty well, you can apply even without Entrance as you would be amongst the top few students.

Although, it would be difficult to give you any information related to NATA cutoff s it keeps on changing every year and for this year no concrete information is available. However, few of the institutes which you may consider are: GGSIPU, College of Architecture, Vastu Kala Academy, Jamia Millia Islamia, there are several others but it will depend on their minimum cutoff for which you have to contact the Institutes directly.

First of all you need to complete your graduation from a recognized University to sit for IAS Examination. As far as preparation is concerned as IAS is a tough nut to crack, it would be advisable that you join coaching. If you plan for self study, few of the important things to remember is you need to do a lot of hard work (as there is no short cut to hard work), proper utilization of resources and Proper Time Management. Also keep yourself updated on current affairs (read News papers especially the editorial part, watch news channels) & work on your language skills (read novels, work on your grammar & vocabulary).
As the Prelim Exam pattern is changing now instead of subject Knowledge you have to focus more on areas like decision making skills, logical and analytical abilities and the knowledge in the services in which you want to pursue your career i.e. IAS. Also work on the subject knowledge as in whichever optional subjects you would opt for in Mains you should have a good fundamental knowledge about those subjects.
