There is no shortcut to success. First of all let me inform you that you are not even eligible for admission to degree engineering as minimum requirement for admission to degree engineering is atleast 50% in PUC with PCM. Since you are not eligible for degree so forget about the M.Tech. You may explore the possibility of doing B.Tech in distance Education and than M.Tech also in distance Education. But altogether it is going to take minimum 6 years time to complete. For your information Karnataka state Open University is offering B.Tech and M.Tech in distance Education.

I may not totally agree with Dr. Arora, as there are several govt. hospitals with the Optometry section as well and this is where you can apply with the option of clearing the admission/ selection procedure.
Also after completing your graduate course, you can take up IMS under UPSC i.e. Indian Medical Services. The notification of both Govt jobs and UPSC will depend on the advertisements released in the papers like Rozgaar or Employment news.

GRE is manadatory for masters(Science/Engineering) program, but not required for "Co-op" programs;for those programs only TOEFL is required.
Coop programs are usually special programs that have a work component in the real industrial world (which you get paid for and everything), as oppose of research that only occurs in the academic world (at least that's how it works in my coop program).
